Directions
- Preheat oven to 325 degrees.
- Cover beef with water in a saucepan and bring to a boil.
- Cook over low heat for 30 minutes.
- Remove and cut into bite-size pieces.
- Prepare Stewing Sauce by mixing wine, soy sauce, sugar, star anise, oil, pepper, beef broth, and hoisin sauce.
- Heat oil, garlic, and ginger in a wok over HIGH heat for 15 seconds.
- Add beef and stir-fry for a few seconds.
- Add Stewing Sauce and mix well.
- Place carrots and beef with sauce in a casserole dish; cover and bake for 1 1/2 hours.
